Developer / System Interface Lead (HBITS 1595)


Position Requirements/Technical Skills:
Project Scope- duties of position

Medicaid Administrative Services (MAS) Design, Development, and Implementation (DDI).
Design, development, and implementation of a new Medicaid Management Information System (MMIS) to replace eMedNY.

Daily Tasks will include but not limited to the following:

• Track and oversee the implementation of interface solutions between the MAS and related systems.
• Develop an inventory of real-time, batch, user interface, and interactive interfaces to support the MAS operation.
• Assist team members with development and testing activities to ensure all interface functionality is in place to support development, conversion and testing efforts.
• Develop and maintain a tracking tool to list all of the source systems that will send data to and consume data from the MAS.
• Update the interface tracking tool with relevant status information to track the progress and status of interface development, testing and implementation.
• Work closely with the DDI vendor, and the eMedNY, MDW, and NYSOH Technical Leads to monitor the development of interface solutions between these systems.
• Identify and track any needed interface solutions with internal DOH systems and any with systems external to DOH.
• Work closely with the Change Control Manager to ensure changes being made to requirements related to interface solutions are documented and understood by appropriate team members.
• Contribute to the testing effort as appropriate, including development of end-to-end test scenarios, test cases, and stress test design.
• Participate in the MMIS certification process.
• Work with Legal and Security staff to help craft agreements regulating fair use and performance expectations for all interfaces.
• Work with MAS vendor to identify and choose the most appropriate interface(s) to meet business objectives.
• Ensure that appropriate DR solutions are incorporated for each supported interface.
• Identify and articulate interface requirements with a diverse set of stakeholders in partner organizations.
• Work with representatives from ITS and other state agencies to identify, specify, provision, and build necessary interfaces.

PART A: The ONE MANDATORY REQUIREMENT:

Senior Level
You must be a Senior Developer / System Interface Lead with documented employment experience of 5-7 years (60-84 months).

- You must have experience in the usage and support of a collection of development platforms, technical architectures, or
business applications and products that run on those platforms, beyond that of a Programmer.

- You must be able to work without assistance and can provide leadership for others; may have advanced education.



PART B: Requested Desirable Qualifications The numbered qualifications below are not mandatory, but candidates should meet or exceed in duration and skill set target asked for, at least 6 of numbers 1 through 11.

1. 60 months professional experience in Information Technology supporting medium to large infrastructure deployments and environments.
2. 48 Months of experience in Health Information Technology with experience on at least 1 major systems conversion.
3. 36 Months of Experience with the Title XIX Medicaid Program and/or large-scale Medicaid Management Information Systems.
4. 36 Months of Experience with large-scale claims payment systems.
5. 36 Months of Experience in test case development and end-to end testing.
6. 48 Months of Experience in disaster recovery, capacity planning, and stress testing.
7. 24 Months of Experience in technical writing and/or the drafting of Interface documentation throughout the software development lifecycle.
8. 24 Months of Experience developing and maintaining working relationships with and between large public and private agencies and/or departments.
9. 24 Months of Experience with Data Warehouse design or configuration.
10. 12 Months of Experience with Data Communications doing network design or troubleshooting.
11. 12 Months of Experience with Windows (2008 or later) Server Administration doing Active Directory management, implementing network services, and configuring file services.
