Enterprise Content Management Support for Office of General Services/Business Service Center

The Office of General Services/Business Service Center has been tasked by the Governor to establish a statewide electronic process for Accounts Payable and Purchase Order. This process will encompass 60 agencies and 1,500 users across these agencies.

This electronic process will be supported by IBM’s P8 Enterprise Content Management products. The P8 products include Content Engine, Process Engine, Content Navigator, Datacap, System Monitor, and Case Analyzer.

The deployed workflows will be the first enterprise workflows in New York State. These workflows will revolutionize the speed by which Accounts Payable/Purchase Orders are processed. Once all Executive agencies convert to the new electronic process, it will be critical to ensure that the supportive P8 environment is operational for Production/work hours.

Currently, technical staffing for the Datacap side of the P8 environment is completely inadequate within NYS Office of Information Technology Services to ensure the neededsupport of the now mission critical environment.

The requested resource will be the Lead Datacap Developer/Architect Specialist in support of the P8 environment. In addition, this resource will be responsible for the design and development of Datacap, the installation and configuration of the Datacap servers and User Interfaces. The resource must have experience in FileNet eProcess.


Daily Tasks will include but not limited to the following:
• Analyzing, documenting, designing, developing and testing for all aspects of the Commercial Permit and License Issuance.
• Data analysis, data migration, software development and integration, reporting, performance, and testing.
• Will assist the project team with IT related tasks as directed by the IT Lead.

PART A: The ONE MANDATORY REQUIREMENT:


You must be a Software Architect with documented employment experience of 3 years minimum (36 months).

- You must have experience working closely with the IBM Software Group to plan, design, implement and integrate IBM
software solutions. Possess in-depth skill in multiple IBM software products..




PART B: Requested Desirable Qualifications The numbered qualifications below are not mandatory, but candidates should meet or exceed in duration and skill set target asked for, at least 4 of numbers 1 through 8.

1. 36 months experience with developing, deploying and supporting IBM Datacap applications.
2. 36 months experience writing and developing Java FileNet API.
3. 36 months experience deploying Enterprise Content Management P8 applications in N-Tier environment.
4. 48 months experience working directly with customers or business analyst to identify their business processes, rules, and application user requirements.
5. 48 months of experience in IBM FileNet eProcess and developing workflows.
6. 48 months of experience in Web technologies, including J2EE Application Servers (specifically WebSphere), Web services, Java, JavaScript, HTML, SSL, security.
7. 12 months experience in IBM Content Navigator.
8. Bachelor’s Degree or higher. Proof of education is to be submitted with all responses.
